Waiohiki visit
We visited Waiohiki Marae alongside the delegation from Tomakomai for a beautiful and heartfelt pōwhiri, warmly led by the people of Waiohiki Marae. The event was thoughtfully organised by Napier City Council and took place on a stunning, hot summer day.
During the proceedings, Hawke’s Bay Regional Councillor Hinewai Ormsby spoke about the legends and history connected to Waiohiki Marae, sharing stories that highlighted the deep cultural roots and significance of the place. Her kōrero added a rich layer of meaning to the occasion and offered our guests a deeper understanding of the whenua and its people.
Following the formal greetings and speeches, we joined in waiata (song), which strengthened the sense of unity and shared experience. Afterwards, we were welcomed to enjoy kai together, creating a relaxed space to connect and build relationships. The Waiohiki community generously entertained us with their hospitality, stories, and cultural performances, making the experience truly memorable.
Dinner at Old Church
Dinner at the Old Church was a truly memorable evening, shared in the company of our Sister City Organisation President and the wife of the Tomakomai New Zealand representative. The historic venue provided a warm and elegant setting, creating the perfect atmosphere for strengthening the longstanding relationship between our two communities.
Our President, Elizabeth-Marie Nes, had the privilege of sitting alongside President Tsutomo Akagawa and his wife, Yuuko, both representing the Tomakomai New Zealand Association. Their presence brought a sense of continuity and legacy to the occasion. Throughout the evening, Elizabeth-Marie was able to discuss their significant involvement in shaping Tomakomai’s connection to Napier over many years and the exciting possibility of arranging a future student visit to Napier. Their insights, personal stories, and commitment to cultural exchange added immense value to the evening’s conversations.
Another notable guest was Napier City Councillor Roger Brownlie. Elizabeth-Marie had the opportunity to learn about his recently expanded role within the Council and his contributions to the Napier community. His perspectives provided a thoughtful local dimension to an evening focused on international friendship.
The meal, masterfully prepared by Orton’s Catering, showcased the very best of New Zealand’s culinary heritage. Guests were treated to exceptional dishes highlighting premium New Zealand lamb and fresh local fish, each plated with care to celebrate the region’s natural flavours and vibrant food culture.
During the dinner, speeches were delivered by Mayor Richard McGrath and Mayor Suguru Kanazawa. Mayor Richard warmly recalled Mayor Suguru’s enthusiasm for the All Blacks and rugby, noting how sport has become an unexpected yet meaningful bridge between our cities. He also spoke of Mayor Suguru’s deep passion for ice hockey, an iconic part of Tomakomai’s identity, which further enriches the cultural exchange between our communities.
President Hiroyuki Isono, CEO of Oji Holdings, delivered a thoughtful and insightful speech during the visit. He reflected on Pan Pac’s journey over the past several years, including the significant challenges faced during the cyclone and the resilience shown by the company and its people throughout the recovery. President Isono highlighted Pan Pac’s long-standing connection to Napier and the wider New Zealand community, acknowledging the deep partnership that has grown over decades through shared values, trust, and mutual support.
He spoke warmly about the importance of maintaining strong ties between Japan and New Zealand, noting that Pan Pac stands as a symbol of this enduring relationship. President Isono also expressed his appreciation for the collaboration with Napier City Council and local stakeholders, reaffirming Oji Holdings’ commitment to supporting economic growth, regional employment, and continued investment in Hawke’s Bay.
His remarks underscored not only the company’s gratitude for the support received but also its optimism for the future, as both Pan Pac and the Napier community move forward together.
One of the most captivating moments of the evening was the Ainu mukuri performance. This traditional demonstration offered guests a rare and intimate glimpse into the artistry and heritage of the Ainu people. Its inclusion added cultural depth, honour, and a strong sense of respect for indigenous traditions on both sides of the sister-city relationship.
President Elizabeth-Marie also had the pleasure of meeting Tomakomai Mayor Suguru Kanazawa personally. Mayor Suguru expressed his fondness for New Zealand, his appreciation for Napier, and his desire to work closely together to strengthen ties as both cities approach future milestones within the sister-city partnership.
The exchange of gifts was another highlight of the evening. A beautifully designed Ainu-printed rug was presented, accompanied by a finely crafted Māori flax item from our side. These gifts symbolised not only mutual respect but also the meaningful connection between two indigenous cultures, each represented with pride and sincerity.
To conclude the evening, guests were served a delectable New Zealand dessert, thoughtfully created to showcase local ingredients with elegance.
In a final touch the guests sung “Sukiyaki” is the English title of a famous Japanese song originally called 上を向いて歩こう (Ue o Muite Arukō), which means “I Look Up as I Walk.”
This evening was truly heart-warming, beautifully highlighting the harmony between New Zealand hospitality and Japanese tradition.
Panpac
We were fortunate to receive a guided tour of Pan Pac, arranged with the support of Napier City Council and facilitated by Tony Clifford alongside senior management from Oji Holdings. President Elizabeth-Marie had the privilege of accompanying the visiting delegation from the Tomakomai City Council. The tour offered valuable insight into Pan Pac’s operations, including an overview of the areas significantly affected by Cyclone Gabrielle. Staff provided a thoughtful and informative explanation of the challenges faced during the recovery period and the progress made since.
Following the tour, President Elizabeth-Marie joined Tomakomai Mayor Suguru Kanazawa and Napier Mayor Richard McGrath for lunch. The group enjoyed a relaxed and traditional Kiwi barbecue, complete with a classic sausage sizzle and burger bun with patty. The informal setting provided an excellent opportunity to strengthen relationships between our sister cities, share insights, and reflect on the ongoing collaboration between Napier and Tomakomai.

ワイオヒキ訪問
私たちは、苫小牧からの代表団とともにワイオヒキ・マラエを訪れ、ワイオヒキ・マラエの皆さまによって温かく執り行われた、美しく心に残るポウフィリを受けました。この行事はネーピア市議会によって丁寧に準備され、夏の日差しが輝く素晴らしい一日となりました。
式典では、ホークスベイ地域議会議員のヒネワイ・オームスビー氏より、ワイオヒキ・マラエにまつわる伝説や歴史について語られ、この土地と人々が持つ深い文化的背景を代表団へ紹介してくださいました。彼女のコロエロは式典に大きな意義を添え、私たちの来賓にとって貴重な学びの機会となりました。
正式な挨拶やスピーチの後には、参加者全員でワイアタ（歌）を披露し、互いの絆を深めました。その後のカイ（食事）では、よりリラックスした雰囲気の中で交流を深めることができました。ワイオヒキの皆さまは、温かいおもてなしと物語、そして文化的なパフォーマンスで私たちを迎えてくださり、忘れられない思い出となりました。
オールド・チャーチでの夕食会
オールド・チャーチでの夕食会は、姉妹都市組織の会長と、苫小牧ニュージーランド協会代表夫人と共に過ごした、大変印象深いひとときとなりました。歴史ある会場は温かくエレガントな雰囲気を醸し出し、両市の長年にわたる交流をさらに深めるのにふさわしい場でした。
会長エリザベス＝マリー・ネスは、苫小牧ニュージーランド協会の会長である赤川勉氏と、その夫人である優子氏とご一緒する光栄に預かりました。お二人は長年にわたり苫小牧とネーピアの関係構築に大きく貢献されており、今後の学生訪問の可能性についても有意義な意見交換を行うことができました。
また、ネーピア市議会のロジャー・ブラウンリー議員も出席され、彼の新たな役割や地域への貢献について伺う貴重な機会となりました。
お食事はオートンズ・ケータリングによって提供され、ニュージーランド産ラムや新鮮な地元産魚介を使った料理が美しく盛り付けられ、当地域の豊かな食文化が存分に表現された素晴らしい内容でした。
夕食会では、リチャード・マグラス市長と金澤晋市長によるスピーチが行われました。マグラス市長は、金澤市長のオールブラックスやラグビーへの情熱、そして苫小牧の象徴でもあるアイスホッケーへの深い思いを紹介し、スポーツが両市の架け橋となっていることを温かく語りました。
オジホールディングス CEO の磯野博之社長からも大変示唆に富んだスピーチがありました。サイクロン被害とその復興の歩み、そしてパシフィックパルプ（Pan Pac）とネーピア、さらにはニュージーランドとの長年の強い結びつきについて述べられ、地域社会との協力に対する深い感謝と、今後の発展に向けた力強い展望が示されました。
夕食会の中でも特に印象的だったのは、アイヌの伝統楽器「ムックリ」の演奏です。アイヌ文化の豊かな遺産に触れる貴重な機会となり、双方の先住民族文化への敬意とつながりを象徴する瞬間となりました。
また、エリザベス＝マリー会長は金澤市長と直接お話しする機会に恵まれ、市長からはニュージーランドへの親しみやネーピアへの深い感謝、そして今後の姉妹都市交流をさらに強化したいという前向きな思いが語られました。
贈呈式では、美しいアイヌ柄のラグと、こちらからは丁寧に作られたマオリのフラックス作品が交換されました。これらの贈り物は互いの文化への尊重と友情を象徴し、心温まる場面となりました。
デザートには、地元食材を生かしたニュージーランドらしい一品が提供され、最後にはゲスト全員で「Sukiyaki（上を向いて歩こう）」を合唱し、ニュージーランドのおもてなしと日本の伝統が調和した、とても温かい締めくくりとなりました。
パンパック訪問
パンパックでは、ネーピア市議会の協力のもと、オジホールディングスのトニー・クリフォード氏および上級管理職の皆さまによる案内で、工場見学の機会をいただきました。エリザベス＝マリー会長は、苫小牧市議会の代表団とともに参加し、サイクロン・ガブリエルの影響を大きく受けたエリアを含め、パンパックの事業運営について詳しい説明を受けることができました。スタッフの方々は、復興過程で直面した課題や、その後の進展について丁寧で示唆に富んだ説明をしてくださいました。
見学後には、金澤市長とマグラス市長とともに昼食を取りました。伝統的な「キウイ式バーベキュー」で、ソーセージ・シズルやパティ入りバーガーバンを楽しみながら、姉妹都市間の関係を深める和やかな時間となりました。両市の継続的な協力について語り合う貴重な機会となり、今後の連携強化に向けた前向きな交流が実現しました。
